Setting up a backup license server

Install SPM on all the machines you would want to use as a license server. The license database is tied to the dongle itself, not the computer, so after installing the keys into the key database, you can just copy that file (spm-kf, which is hidden) to the spm directory of all the other machines.
On the backup license servers (where there is no dongle), set the service to be manual rather than automatic.
If the primary server fails, move the dongle to a backup server, and start the SPM license service.
To avoid having to change the SPM_HOST variable on all the client machines, you can do one of two things:
- Set the SPM_HOST environment variable to all the possible license servers, making sure the primary server is listed first.
- To set SPM_HOST to a list of license servers, use a semi-colon-separated list. When one license server goes down, XSI will connect to one of the other license servers.
- Set the SPM_HOST variable to nothing, and give all of the computers that would be license servers aliases in your DNS Server database. The primary license server would be aliased spmhost0, the backups being aliased to spmhost1..spmhost9.
Downtime should be minimal. Just the length of time it takes to move the dongle, and start a service. Nothing would have to be done to the clients at all. For them it would be transparent.
