Solution

Either the wrong version of Stdole32.tlb is installed on your computer or the file is missing. You must update %SystemRoot%/system32/Stdole32.tlb. Stdole32.tlb is available on your Windows CD in the i386 folder. The file must be expanded using the following command from a prompt: 

 EXPAND -r Source Destination
